DVD format to Edit as add, erase on the win8.1 that saying not on win8 or win 7.  Few k bytes burn disk after, all 8.4G fully used up ?

edit, add or erase DVD is not depend on OS, its depend on ODD and software that you are using, some of 8.4 DVD (dual layer I assume) cant be edit if ODD is not supported dual layer, check your ODD specification

you can use 3rd party software to check your DVD blank information

go to device manager find your ODD, and inside the properties using HW ID we can trace the ODD model or if this is OEM PC model we can check at PC manufactured site 

regarding permission, did you login as administrator now? or did you connect to Domain or office environment?

this Windows 8.1 Is upgraded from older Operating system? did you also try update ODD driver via device manager or try other blank media just for testing?

Am not server to use the Domain that means auto dropped into the office env. ? All the network would go through the media to the internet ? Dns service hired from .us to fetch the IP every period time this moment even .
